Wales

Wales offers a distinct landscape of food and drink business support that differs from the rest of the UK. The Welsh Government, through its Food and Drink Action Plan, has built a network of specialist advisory services, grant programmes, and product development facilities specifically for the Welsh food sector.

Understanding what is available matters for strategic planning. Several of these programmes are fully funded, meaning eligible businesses can access expert product development, marketing support, and capital investment without upfront cost. Others offer preferential lending terms not available from high-street banks.

Choosing the right programme

Which support programme suits your business depends on your stage and goals.

Starting a food business

If you are in the early stages, Business Wales should be your first call. Their specialist food and drink advisers can help with business planning, food safety compliance, and signposting to other programmes. The service is free and available to all businesses in Wales.

Developing new products

Food Innovation Wales (FIW) at Cardiff Metropolitan University offers product development support that would otherwise cost thousands of pounds commercially. Their ZERO2FIVE Food Industry Centre provides new product development, food safety testing, shelf-life analysis, and nutritional analysis. This is particularly valuable for small producers who lack in-house laboratory facilities.

Building a brand and reaching new markets

The Cywain programme, run by Menter a Busnes, focuses on marketing, branding, and market access for Welsh food and drink producers. Cywain supports the development of premium Welsh food brands and helps producers access retail and foodservice buyers. The biennial BlasCymru/TasteWales trade event connects Welsh producers directly with national and international buyers.

Farm-based food processing

Farming Connect provides diversification support for farm businesses looking to add food processing operations. This includes capital grants for on-farm processing facilities, technical advice, and business planning support. If you are a farm business considering adding value to your raw produce through processing, Farming Connect is the primary entry point.

Scaling up with finance

The Development Bank of Wales offers loans and equity investments ranging from £1,000 to £5 million. Their terms are often more flexible than commercial lenders, and they have experience funding food and drink businesses at various growth stages. They can also co-invest alongside other funders.

Protected food names

Welsh food products can apply for Protected Geographical Indication (PGI) or Protected Designation of Origin (PDO) status. These designations protect the names of products with specific geographic origins and traditional characteristics, adding commercial value and market differentiation.

Existing Welsh protected food names include Welsh Lamb (PGI) and Pembrokeshire Early Potatoes (PGI). If your product has a strong link to a Welsh geographic area and traditional production methods, applying for protection can strengthen your brand and command premium pricing.

Red meat sector support

Hybu Cig Cymru (HCC), also known as Meat Promotion Wales, supports Welsh red meat producers with marketing campaigns, export development, and market intelligence. If you produce or process Welsh beef, lamb, or pork, HCC offers sector-specific support alongside the general programmes listed above.
