Operator licences can be varied to add or remove vehicles, change operating centres, or update Transport Managers. Minor variations (adding vehicles within headroom) are processed immediately. Major variations (increasing authorisation, changing operating centres) require consultation and take 9-12 weeks.
- Log into VOL account
- Go to www.gov.uk/vehicle-operator-licensing and sign in with Government Gateway credentials. Access your operator licence dashboard showing current authorisation, specified vehicles, and operating centres.
- Check licence headroom before adding vehicles
- Headroom = authorised vehicles minus specified vehicles (e.g., 5 authorised, 3 specified = 2 headroom). Can add vehicles immediately if within headroom with no variation needed. If no headroom, must apply for variation to increase authorisation.
- Add vehicle within headroom (immediate)
- Select 'Add Vehicle' from VOL dashboard. Enter vehicle registration, make, model, gross plated weight. Upload V5C registration document. Pay annual vehicle fee (£59). Licence disc generated immediately for printing and display in vehicle windscreen.
- Apply for variation to increase authorisation
- If no headroom available, select 'Apply to vary licence'. Specify number of additional vehicles needed. Update financial standing evidence if required (£4,500 per additional vehicle for Standard, £1,700 for Restricted). Confirm operating centre has adequate parking space. Pay variation fee (£402 per additional vehicle authorisation).
- Publish variation notices if required
- Major variations (significant increase in vehicles, change of operating centre) require statutory notices published at operating centre and in local newspaper. 21-day consultation period for objections. Minor variations (small increases within existing operating centre capacity) may not require publication.
- Change Transport Manager
- Select 'Change Transport Manager' in VOL. Upload new Transport Manager's CPC certificate. Provide signed declaration of continuous control from new TM. Remove previous TM from licence. Traffic Commissioner reviews and confirms within 2-4 weeks.
- Change or add operating centre
- Apply for variation via VOL. Provide details of new operating centre address, parking capacity, planning permission evidence, landowner consent. Publish statutory notices (21 days at site and newspaper). Consultation period for objections. Decision typically 9-12 weeks.
- Notify other material changes
- Must notify within 28 days of: change of business entity (sole trader to limited company), change of director/partner, change of correspondence address, financial standing issues, convictions or prohibitions. Update via VOL 'Change Details' function.
Decreasing vehicle authorisation
Can reduce authorised vehicles at any time via VOL:
- Select vehicles to remove from licence
- Confirm reduction in authorisation
- Annual vehicle fees (£59) stop for removed vehicles
- Financial standing requirement reduces (more working capital available)
- No refund of initial vehicle fees (£402) paid when vehicle first authorised
Useful when downsizing fleet or moving to smaller vehicles under 3.5t (which don't require O-licence).
