COMAH Compliance for Chemical Sites
Meet COMAH requirements for sites holding dangerous substances.
Check if your chemical site falls under COMAH rules by adding up all dangerous substances. If you exceed certain amounts, notify the HSE and your environment agency. Follow safety steps, pay a yearly fee, and update your safety report every 5 years.
- Add up all dangerous substances on your site
- Tell HSE and EA/SEPA/NRW if you exceed threshold amounts
- Make a Major Accident Prevention Policy (MAPP)
- Set up a safety management system
- Give emergency services details of hazards
- Upper tier sites must write a safety report
- Pay £2,000-£20,000+ yearly fee depending on tier
- Update safety reports every 5 years
- Lower tier inspected every 3 years
- Upper tier inspected every 12 months
If your site holds dangerous substances above certain thresholds, you may be subject to the Control of Major Accident Hazards (COMAH) Regulations 2015. COMAH aims to prevent major accidents and limit their consequences.
Determining COMAH status
- Calculate total inventory of dangerous substances on site
- Compare against qualifying thresholds in COMAH schedule
- Use 'aggregation rule' for multiple substances
- Lower tier or upper tier status triggers different requirements
