Unique to taxi operation
Hackney carriage or private hire vehicle licence
Hackney carriages (street hail) licensed under 1847 Act. Private hire vehicles licensed under 1976 Act. Each local authority sets its own conditions, fees, and vehicle standards.
Private hire vehicle operator licence
Required to operate a private hire (minicab) business. Licence typically granted for 5 years. Must keep records of all bookings.
DBS enhanced check for taxi drivers
Drivers must pass enhanced DBS check. Most councils require DBS update service subscription for continuous monitoring. 'Fit and proper person' test applied.
Vehicle inspection and compliance test
Vehicles must pass local authority compliance test in addition to MOT. Older vehicles may require twice-yearly testing. Standards vary by council.
Applies to all other passenger land transport
Health and Safety at Work etc. Act 1974
General duties to employees, passengers, and others. HSENI enforces in Northern Ireland.
Employers' Liability Insurance
