The Landlord and Tenant Act 1927 governs the right of commercial tenants to carry out improvements and to claim compensation on quitting. There is no public regulator with enforcement powers; the Act creates rights enforceable in the county court between landlord and tenant as private parties. The legislation is a private commercial property statute predating modern regulatory structures and has no administrative enforcement body.
