4. Review the booking-notice trail (Decision Point 3)
For every PLN, check the date stamp against the 14-day employer response window and look at the block requested. A continuous block of leave cannot lawfully be refused — only the start date can be moved. A discontinuous block can be refused, but only after a two-week discussion period and with alternative dates offered. Refusing a continuous block, or refusing a discontinuous block without the discussion, is the commonest employer error in SPL claims.
