Environmental Protection Act 1990; The Waste (England and Wales) Regulations 2011
Must register as upper- or lower-tier waste carrier if transporting construction waste. Section 34 duty of care is a Great Britain-wide provision (England, Wales and Scotland). For England and Wales, the Waste (England and Wales) Regulations 2011 hold the current carrier/broker registration mechanism (replacing the 1991 registration Regulations for those two nations); enforced by the Environment Agency in England and Natural Resources Wales in Wales. Northern Ireland has a wholly separate regime — see waste_duty_of_care_ni.

Scottish counterpart to the carrier-registration mechanism in the Waste (England and Wales) Regulations 2011. The 1991 Regulations were replaced for England and Wales by the 2011 Regulations but continue to apply, Scotland-only, for construction-waste carrier registration. The Environmental Protection (Duty of Care) (Scotland) Regulations 2014 add supplementary duty-of-care detail (e.g. transfer-note requirements) under the same EPA 1990 s34 duty. Enforced by SEPA.

The Waste and Contaminated Land (Northern Ireland) Order 1997; Controlled Waste (Registration of Carriers and Seizure of Vehicles) Regulations (Northern Ireland) 1999
Northern Ireland counterpart to the Environmental Protection Act 1990 s34 duty of care. Article 5 of the 1997 Order imposes the duty of care on anyone who imports, produces, carries, keeps, treats or disposes of controlled waste; the 1999 Regulations require registration as a waste carrier.
