Exempt if total wage bill (PAYE + net CIS) <£150,000. Micro employers mostly exempt.
CSCS Card (Construction Skills Certification Scheme)
Enforced by CITB
Industry standard, not a legal requirement, but most major sites require it.
Employers' Liability Insurance
Enforced by HSE
Employers' Liability (Compulsory Insurance) Act 1969
Required for all employers. Sole traders with no employees exempt.
Waste Duty of Care

Environmental Protection Act 1990
Must register as waste carrier if transporting construction waste. Separate regimes in Scotland (SEPA), Wales (NRW), NI (DAERA).

Environmental Protection Act 1990; Waste (Scotland) Regulations 2012
Must register as a waste carrier with SEPA if transporting construction waste. The Waste (Scotland) Regulations 2012 add mandatory waste segregation and written-contract duties on top of the base Environmental Protection Act 1990 duty of care.
