Under regulation 40 of the Building (Higher-Risk Buildings Procedures) (England) Regulations 2023, a completion certificate application is made in writing to the Building Safety Regulator and signed by the client. The client signs a statement that, to the best of their knowledge, the work as built complies with all applicable requirements of the building regulations. The principal contractor and the principal designer each sign a compliance declaration, unless they already gave one to the regulator under regulation 29.
