The framework Act regulating employment agencies (which find work for job-seekers) and employment businesses (which supply temporary workers). It bans charging most fees to work-seekers and underpins the detailed conduct standards in the 2003 Regulations. Enforced by the Employment Agency Standards Inspectorate, whose functions transferred to the Fair Work Agency on the abolition of the GLAA (7 April 2026) under the Employment Rights Act 2025; the FWA can pursue prohibition orders barring a person from running an agency.

Detailed conduct standards for agencies and employment businesses: terms must be agreed and recorded with both work-seekers and hirers before services are provided, prohibited fees to work-seekers, no withholding of pay, restrictions on detrimental contractual terms, and accurate information about assignments. A narrow upfront-fee exception applies to entertainment and modelling work (relevant to theatrical casting). Enforced by the Employment Agency Standards function of the Fair Work Agency.
