Product safety and labeling requirements
General Product Safety Regulations 2005, UKCA marking, weights and measures compliance, and labeling obligations for retailers selling in Great Britain.
General Product Safety Regulations 2005
The General Product Safety Regulations 2005 (GPSR) require that only safe products are supplied on the Great Britain market. These regulations apply to products intended for or likely to be used by consumers under reasonably foreseeable conditions.
UKCA and CE marking requirements
The UK Conformity Assessed (UKCA) marking is used for goods placed on the Great Britain market that were previously CE marked. It applies to specific 'new approach' goods in regulated categories such as toys, electrical equipment, and machinery.
Following an announcement in August 2023, use of the CE marking in Great Britain has been indefinitely extended. Businesses can continue using CE marking alongside or instead of UKCA marking for applicable products.
Geographic scope: Great Britain vs Northern Ireland
The GPSR 2005 apply to Great Britain (England, Scotland, and Wales). In Northern Ireland, these regulations were superseded on 13 December 2024 by EU Regulation on general product safety 2023/988.
The UKCA marking cannot be used alone for goods placed on the Northern Ireland market. Different requirements apply depending on your target market.

Weights and measures compliance
If you sell goods by weight, measure, or volume, you must use certified weighing and measuring equipment. Pre-packaged goods must be accurately labelled with metric measurements.
