A checklist for land transport businesses — road haulage, bus and coach, taxi and private hire, rail, and pipelines. Section 1 applies to every operator; the remaining sections are conditional — work through only the one(s) that match your operation.

Work through Section 1, then the section that matches your kind of operation. If more than one applies, complete each relevant section. Tick off each item once you have confirmed it is in place.

Section 1 — Every land transport business

  • Have you identified your general duties as an employer under the Health and Safety at Work etc. Act 1974, and carried out a suitable and sufficient risk assessment (recorded in writing if you employ five or more people)?
  • Have you set up arrangements to report injuries, diseases and dangerous occurrences under RIDDOR (to the HSE, or HSENI in Northern Ireland)?
  • Do you hold employers' liability insurance of at least £5 million and make the certificate available?
  • Have you met your Equality Act duties, including reasonable adjustments for disabled passengers or customers?
  • Have you identified a lawful basis for your personal data (bookings, CCTV/dashcam, telematics, tachograph and staff records), set retention periods, and registered with the ICO unless exempt?

Section 2 — Road haulage (goods vehicles)

Complete this section if you carry goods for hire or reward. The detailed goods-vehicle guidance covers each item.

  • Do you hold the correct goods vehicle operator's licence (Standard National, Standard International, or Restricted) and meet the financial standing and good repute requirements?
  • Have you nominated a qualified transport manager (Transport Manager CPC) where required?
  • Do your drivers hold the correct category licence and a current Driver CPC (35 hours of periodic training every five years)?
  • Are tachographs fitted and used, and drivers' hours records kept and downloaded within the required periods?
  • Are your vehicles inspected and maintained on a documented schedule, and do you meet ADR requirements if you carry dangerous goods?

Section 3 — Bus and coach (passengers)

  • Do you hold a PSV operator licence from the Traffic Commissioner, with a nominated transport manager?
  • Are your local bus services registered with the Traffic Commissioner?
  • Do your vehicles meet the PSV accessibility regulations (PSVAR)?
  • Do your drivers hold the correct category licence and a current Driver CPC, with tachograph and drivers' hours compliance?

Section 4 — Taxi and private hire

  • Is each vehicle licensed by the council as a hackney carriage or private hire vehicle, and does it pass the council compliance test?
  • If you take private hire bookings, do you hold a private hire operator licence and keep booking records?
  • Have your drivers passed an enhanced DBS check and the fit and proper person test?

Section 5 — Rail

  • Do you hold an ORR operating licence, and — if you operate trains (passenger or freight) — a safety certificate, or — if you manage infrastructure or a station — a safety authorisation?
  • Is your track access agreement approved by the ORR?
  • If you carry dangerous goods by rail, do you meet RID and have a dangerous goods safety adviser where required?

Section 6 — Pipelines

  • Have you notified the HSE before construction and put a written safety management system and emergency procedures in place under the Pipelines Safety Regulations 1996?
  • If you handle hazardous substances above the COMAH thresholds, have you notified (lower tier) or produced a safety report and on-site emergency plan (upper tier)?
  • Do you hold the environmental permit(s) required for your discharges or emissions from the relevant environment regulator (EA, SEPA, NRW or NIEA)?
