General duty to protect employees and others affected by the business — shore offices, terminals, loading operations and crews. On board UK ships the duties are applied by the Merchant Shipping and Fishing Vessels (Health and Safety at Work) Regulations 1997, enforced by the MCA. HSENI enforces in Northern Ireland.
