What Statutory Harbour Authority does
Statutory harbour authorities enforce specified dangerous-goods provisions in their harbour areas against persons other than themselves (historically DSHAR 1987 reg.44; currently DGHAR 2016 reg.26), alongside HSE as the default enforcer.
