The records and reporting duties fall on transplant surgeons, Health Boards and other establishments, with the information going to NHS Blood and Transplant and Health Boards as recipients rather than regulators; non-compliance is a criminal offence under s 19(4) of the 2006 Act with no inspecting or licensing body.
