Starting Updated 22 October 2026

This learning path takes you through the regulatory framework for office and business support operations in order. Each step links to a guide that covers one part of your obligations. Follow them in sequence to build a complete picture.

Step 1 — Find out which regulations apply

Identify the full set of workplace and activity-specific obligations that apply to your business. Understand which regulators enforce them: the FCA for consumer credit activities, Ofcom for call centre conduct, the ICO for electronic marketing, HSE for workplace health and safety.

Step 2 — Set up your workplace safely

Work through the five universal duties every office and business support operation must meet: health and safety, fire safety, employers' liability insurance, equality and data protection.

Step 3 — Meet your office and business support regulatory duties

Determine whether you need FCA authorisation for credit-related activities. Comply with the Ofcom rules on silent and abandoned calls if you run an outbound call centre. Follow PECR if you send electronic marketing.

Step 4 — Confirm you have covered everything

Work through the compliance checklist to confirm every obligation is in place.
