Northern Ireland's health and social care system is structurally different from the rest of the UK. Services are integrated under a single framework, and the Regulation and Quality Improvement Authority (RQIA) is the independent regulator. Register your service with RQIA
All regulated services must register with RQIA before they begin operating. The registration process requires evidence that your service can meet minimum care standards from day one. Starting without registration is a criminal offence. Allow sufficient lead time, as RQIA will assess your premises, staffing, and policies before granting registration.

Your staff will need Enhanced AccessNI checks (DBS checks from Great Britain are not accepted), and social care staff must register with the Northern Ireland Social Care Council (NISCC).

Once registered, you must continuously meet the minimum care standards for your service type. These standards cover the quality of care, the environment, staffing levels, governance, and record-keeping. The Department of Health for Northern Ireland publishes separate standards for each service type, and RQIA inspects your service against them.

Prepare for RQIA inspections
RQIA conducts both announced and unannounced inspections. Inspectors assess your service against the minimum care standards and will speak to service users, staff, and relatives. Inspection reports are published and publicly available. Maintaining continuous readiness is more effective than preparing only when an inspection is expected.
