Is your building ready for registration?

Use this checklist to confirm you have everything needed before registering a higher-risk building with the Building Safety Regulator. Operating an unregistered higher-risk building is a criminal offence.

  1. Confirm your building is higher-risk

    • Building is at least 18 metres in height OR has at least 7 storeys
    • Building contains at least 2 residential units
    • Building is not excluded (hospitals, care homes, hotels, military, secure institutions are excluded from Part 4)
    • Building is in England

  2. Confirm who must register

    • The Principal Accountable Person (PAP) must register the building
    • If there is only one Accountable Person, they are automatically the PAP
    • If there are multiple APs, the PAP is the one with the legal obligation for the structure and exterior of the building
    • The PAP is typically the freeholder, head leaseholder, or management company with responsibility for the structure and exterior

  3. Gather the required information

    You must provide the following Key Building Information (KBI) during registration:

    • Building address and location details
    • Height and number of storeys
    • Number of residential units
    • Structural information - materials, construction type
    • External wall materials including cladding details
    • Energy supply arrangements
    • Fire safety systems - alarms, sprinklers, dry/wet risers
    • All Accountable Persons - names and contact details

  4. Confirm fees

    • Registration fee: 251 pounds per building
    • Review of registration decision: 312 pounds (BSR charging scheme from 8 April 2026)
    • There is currently no annual charge - BSR charges are per application or hourly

  5. Register with BSR

    1. Go to the BSR registration service at register-high-rise-building.service.gov.uk
    2. Create an account or sign in
    3. Enter building details and Key Building Information
    4. Pay the registration fee (251 pounds)
    5. Await confirmation from BSR

  6. Post-registration obligations

    Registration is just the start. After registering, you must:

    • Prepare a safety case report - demonstrating how building safety risks are managed
    • Maintain the golden thread - digital record of building safety information
    • Establish a resident engagement strategy - consulting residents on safety matters
    • Report mandatory occurrences - notify the BSR as soon as reasonably practicable, with a full report within 10 days
    • Apply for a Building Assessment Certificate - within 28 days of being directed to by the BSR
    • Notify changes - inform the BSR within 28 days of becoming aware of any changes to Key Building Information
